I was stunned to see that the Governor had actually retained private attorneys on a contingency fee basis to pursue the claim, thereby avoiding paying legal fees out of government coffers. This type of manoeuvre inserts a rare dynamic into government cases, as the private lawyers will have a degree of zeal that one normally wouldnt encounter because the case does not involve state-employed attorneys who are merely attempting to represent the government’s interests.
